Does this guy like me or something?

This guy in my gym cl asked me to a dance last month, which I responded by saying 'I don't know.' Now he's been following me around and continuously asking me to be his badminton partner even though I already have one. He's not very attractive, he's short in size and temper. Is he just trying to be friends with me or is it something more?
