I think Millay was an activist for womens' rights, and this poem is a feminist rant targeting men. She uses farmers and fishermen symbolically for men who she regards as her enemy that don't take the feminist movement seriously regarding feminist like erflies, weak and ineffectual. She says that even if men disregard the feminist movement, women will covertly strike against men by infiltrating their organizations and wreak them.
