Can someone tell me how to do makeup like this ?

mascara black eyeliner at the bottom of ur eyes and some kind of darkish but not to dark eyeshadow and some lighter blue eyeshadow at the top oh and some reallyyyy light green eyeshadow concealer light foundation and founder hope this helps! =D
