Culling pup's? old rule vs new rule?

I would say "to cull". However, not in the way that one thinks when they hear "cull". First, to me there is only one reason to breed dogs - to continue the promotion of a specific breed - the parents should be excellent quality of the breed. If you breed two "perfect" parents and the end up with a puppy or two that have issues - obviously there is something in the genetic makeup that is undesirable. Both parents and all litter mates should be fixed - end of story. That is how I believe you ethically cull. These fixed animals would be pet quality and make someone great pets but they shouldn't be allowed to reproduce.
