I cant get the super rod from the fisherman on pokemon diamond and i dont know why?

i looked at a lot of walkthroughs and they sed to talk to the fisherman and i did but all he said was "Whenever I go to a new place, I get exicted over what I might discover. But places I've visited before...Even those places thrill me with new discoveries." It makes me mad that i cant get farther into the game.
